TRAINING
1 Training and Certification of Marine Personnel
1.1 The Crewing Officer is responsible for the Training and Certification
requirements of the Principal, National and International Rules, specifically STCW Convention.
1.2 The Crewing Officer is provided by the Line Manager a copy of the
Pre-Employment Monitoring Checklist from the initial process of documentation.
1.3 The Crewing Officer reviews the Checklist and assess the training
and certification requirements specific to the Principal and/or vessel type.
1.4 Should there be any training necessary for the position being processed,
the Crewing Officer shall require the seafarer concerned to report to him the soonest convenient.
1.5 The Crewing Officer checks on the List of Approved Training Centers
where the specific training requirements is available and prepares the necessary referral letter. The referral letter is to
be initialed either by the Line Manager or Crewing Manager for confirmation.
1.6 The Crewing Officer dispatches the seafarer concerned for training.
The Training Officer updates the Pre-employment Monitoring Checklist to indicate that he is on training and the computer records.
1.7 The Crewing Officer shall follow the following billing procedures
for training:
a) Ex-crew of certain Principals absorb the training expenses as confirmed by the Crewing Manager and Principal.
b) New hires shall attend the required training on their own account,
however, the company may advance the fee on a case to case basis.
1.8 After the seafarer completed his training, he reports back to the
Crewing Officer for the other formalities.
1.9 The Crewing Officer secures the Original Certificate from the seafarer
or the from the Training Institution and prepares the necessary vouchers for the payment of Allowances if any. At the same
time, The Crewing Officer updates the Pre-employment Monitoring Checklist to indicate that he has completed the required training,
submits it to the Line Manager or Crewing Manager to indicate the completion of the training requirement. The Crewing Officer
also ensures that the computer records are updated accordingly.
1.10 The Crewing Manager or the Line Manager confirms the Training
Allowance Voucher by signing their initials on it. The Cashier pays the Training Allowance of the seafarer once the voucher
has been signed by the AVP-Manager or Executive Vice President.
1.11 The Crewing Officer shall consider the following when dispatching
seafarers for training:
a) The urgency of the need for training
b) The need to comply with statutory requirements
c)
Up-grading for deserving ex-crew members
1.12 Training reports are prepared by Crewing Officer as required.
